Unless you are using "level 2 API intergration",  you will not be able to access your own customers in Google Checkout, even if the customer has checked the "this merchant can send me promotional emails" box at checkout.

Do you think that the average eBay seller with a storefront has any idea what level 2 API integration is?

In other words, the Googstapo will be holding small merchants customer lists hostage, offering them no way to communicate specials or promotions.
