Part of the problem with eBay's feedback system is that it allows anyone to leave feedback, even when they don't pay for an item. The only way for a seller to protect themselves is to hold the feedback and leave it once they buyer has paid and left feedback.
Toolshaus has some feedback tools that can help you weed through the ins and outs of eBay's feedback system.
The Toolshaus tools are free and you can use them to get more information about a seller before bidding on an item.
